CCSP began operating in December 2000 as an action research project supported by nine prominent NGOs with its former name, “Commune Council Support Project.” It was given the responsibility for staying abreast of and connecting civil society with a newly incepted decentralization and de-concentration reforms in Cambodia. In a society where strong traditions of consultations, civic engagement in decision making process and equity is markedly absent and where voices are unheard, CSOs were very eager to understand and apply the reform to help reduce poverty and strengthen Cambodia’s democracy.
CCSP is at an important juncture where strong leadership and decision-making will assist the organization to define and pursue its objectives into the future. This strategic plan for 2019-21 demonstrates CCSP’s commitment to doing this and to strengthening its operational environment. By the end of 2021, CCSP will have reaffirmed its position as a leading voice on D&D issues in Cambodia with strong partnerships and networking, beneficiaries across government and civil society, and a clear sense of direction and focus. Through the implementation of this strategic plan, CCSP hopes to contribute to an environment where government and civil society can communicate, interact and collaborate effectively to embed D&D reform and pursue best-practice governance in Cambodia.
